Nokia set to cut 4,000 from its global workforce

The majority of the job cuts will come in Finland, Denmark and the UK, where about 700 of the 2,400 employees will be affected. The move will see the itsresearch and development site in Farnborough close. Nokia currently employs 131,000 people around the world, including those working at its joint venture Nokia Siemens Networks and mapping unit Navteq.

The  President and Chief Executive at Nokia, Stephen Elop, said that \”We have new clarity around our path forward, which is focused on our leadership across smart devices, mobile phones and future disruptions. However, with this new focus, we also will face reductions in our workforce. This is a difficult reality, and we are working closely with our employees and partners to identify long-term re-employment programs for the talented people of Nokia.\”

Ben Woof, analyst at CCS Insight said that “The key question is whether these cuts go deep enough. Nokia has stated that it has no further cuts planned for the foreseeable future, but I can\’t help wondering whether this is just the start of a long and painful journey as Nokia reshapes itself for life in the post-iPhone world. Running internal development teams concurrently for Symbian and Windows Phone was always going to be a challenge. There would be little incentive for the Symbian teams to put their hearts and souls into their work. Nokia\’s management team has made it clear the future lies with Windows Phone and it clearly wants this to be the primary focus internally.\”

Final AWR Guidance to be published this week by BIS

The Head of Public Policy at the REC, Gillian Econopouly, said that \”The REC has been working with BIS over the past few months by attending the guidance workshop sessions and holding one-on-one meetings. Our priority has been to provide substantive feedback from our members and alert BIS officials to the issues which remain a source of concern for those who supply and engage temporary workers.”

“We have lately met with BIS to discuss the draft guidance in detail, and we expect to see some of the issues we raised addressed more fully in the final document. The guidance will never be a magic wand or an instant solution for dealing with AWR, but we continue to urge government to make the document as business-friendly as possible to facilitate smooth implementation and minimal disruption to the UK\’s model of flexible work.\”

Mobile Developers, Business Analysts & Project Managers in demand says Volt Recruitment

The President of IT Recruitment firm Volt, Tom Daley, said that “In some of our markets, we’re actually seeing higher demand for full-time direct placement vs. contract workers as a percentage of our IT recruitment activity, particularly when a client has requirements for hard-to-source talent. But for the balance of our clients, contract workers are essential to their project-based activities since it’s easier to ramp up teams for new initiatives with contract workers. This is particularly advantageous when time-to-market is important for new projects/products.”

“The demand for highly-skilled IT professionals has picked up quite a bit, albeit somewhat unevenly across our geographic markets. We’re seeing clients applying a careful and methodical approach to requesting IT talent in that they are looking for very specialised skill sets related to emerging technologies. Mobile application developers, so Java/J2EE specialists, .Net developers and Android and Silverlight techies are cited as the ‘hottest’ IT candidates, as were VMware virtual app developers. We’re also seeing a higher demand for functional roles such as business analysts and project managers. This usually indicates an increase in the amount of projects being scoped out and we anticipate this will lead to further increases in demand for IT talent as these projects are implemented.”

Recently a new report by CWJobs.co.uk and JobsAdWatch revealed that there has been a surge in IT Contract vacancies during the first quarter of 2011. The report showed an 11.1% increase in the number of IT Contract vacancies advertised and also recorded a five quarter increase in contract rates. The report found that:

  • 5.7% increase in demand for permanent IT professionals
  • 11.1% increase in the number of IT contract vacancies advertised
  • Contract rates have increased for five quarters in a row
  • 80% of all contract vacancies are being advertised in the south of the country
  • London and the Midlands saw a rise in demand for contractors of over 10% during the last quarter
  • 46.4% of demand came from Software houses
  • 35.8% of demand came from financial institutions

Employers planning to grow Permanent Workforce says REC

The REC’s Director of Research, Roger Tweedy, said that “The current figures really do show we have a transitional jobs market borne out last week by the slight decrease in the unemployment figures. Confidence among employers about their hiring intentions has stayed the same level as last month. At the same time, their reliance on temporary and contract staff is still strong but it is starting to ease slightly. The long-term prospects for the jobs market ties in with forecasts that private sector investment and trade will start accelerating in the second half of the year. However, until then, our jobs market will show signs of volatility until the infrastructure for private sector growth is in place to enable more jobs to be created within it.”

REC joins Governments IR35 Forum

The Chair of the REC Technology Sector Group, Jeff Brooks, said that \”Taking part in this forum will allow the REC to push for real, substantive change in how IR35 works. We have to find a way to focus the system on the rare cases of actual disguised employment, and make sure that the vast majority of contractors who have done nothing wrong don’t have to worry about being subjected to a HMRC investigation or tribunal that could last years.”

\”It has always been the complexity of the rules, and the uncertainty they create, that has made the system unacceptable for contractors and the recruiters that find them work. This has also wasted countless hours of tax officials’ time, and it is in the interests of all sides to find a quicker, more efficient way to crack down on the few real instances of false self-employment.\”

The Managing Director of the Professional Contractors Group (PCG), John Brazier, said earlier in the month that \”It is vital that freelancers are properly represented at this juncture. We have been assured that far from being a \’talking shop\’ the new Forum will be a positive force for change. PCG has already put forward initial thoughts on how the Forum should work to revamp IR35. We will continue to develop these ideas in conjunction with our membership.\”

As well as setting up the IR35 Forum the Government has opened a dedicated telephone helpline staffed by IR35 tax specialists and has also said that it will publish new guidance on the types of cases the HM Revenue & Customs (HMRC) considers to be outside the scope of IR35. It now looks as though IR35 will largely remain in place until such time as it is abolished following the possible merging of the Income Tax and National Insurance systems, although that could be some way off.

CWJobs.co.uk reports surge in IT Contract Vacancies in 2011

The report found that:

  • 5.7% increase in demand for permanent IT professionals
  • 11.1% increase in the number of IT contract vacancies advertised
  • Contract rates have increased for five quarters in a row
  • 80% of all contract vacancies are being advertised in the south of the country
  • London and the Midlands saw a rise in demand for contractors of over 10% during the last quarter
  • 46.4% of demand came from Software houses
  • 35.8% of demand came from financial institutions

The Website Director of CWJobs.co.uk, Richard Nott, said that “The market has continued to stabilise and our latest data shows that demand for IT professionals has now increased for six consecutive quarters. 2010 saw steady growth in demand for IT personnel, with an eight per cent increase in the second quarter, followed by eight per cent in the third and five per cent in the final quarter of the year.”

FCB Survey shows that SMEs are facing Skill Shortages

Tom Parry of the Forum of Private Business (FPB) said that “Micro, small and medium sized businesses were responsible for 65 per cent of jobs created between 1997 and 2007, so smaller employers are crucial to job creation in this country. It is concerning that small business owners’ confidence in their ability to create jobs in the current economic climate and drive recovery is falling, and clearly there is still a pressing need to address barriers such as employment taxes and red tape, steep recruitment costs and skills issues.”

“But we also need measures to support staff retention – and the upskilling of senior managers and business owners themselves. The high cost of employment, fear of making a mistake in the recruitment process and the continuing uncertain business climate are deterring our members from recruiting at this present time.”

UK Recruitment Agencies told to add value to Clients

Mr Gilbertson said that “I think the recruitment marketplace is always tight, and margins are always under pressure. A lot of organisations, irrespective of sector, are taking the ‘direct to market’ route, using fewer third parties. Therefore recruitment agencies have to raise their game in terms of the value they add to an organisation. They have to increase the scope and nature of their offer. From our point of view, our employer brand is very important to us and it’s more of a risk to put this in the hands of a third party. Where we do use agencies, we only use those that we can collaborate with in a true partnership, rather than a ‘them and us’ approach. They have to also be able to offer a principle channel to our market or something we cannot do ourselves.”

The comments come following the results of a new survey conducted by the British Chamber of Commerce (BCC) and Maximus UK which found that 43% of businesses estimate that hiring a new employee costs more than £2,000 and that there is general dissatisfaction with recruitment agencies. The survey found that:

 

  • In 53% of businesses the owner is responsible for recruitment
  • Less than 25% of companies have a personnel department
  • Only 3% of businesses regularly use a recruitment agency
  • 46% of respondents said they would never use a recruitment agency
  • 66% of respondents cited high costs as a reason for not using external agencies
  • 11% of respondents said that using a staffing agency was too time consuming

Speaking on the results of the survey the Director of Policy and Professional Services at the Recruitment and Employment Confederation (REC), Tom Hadley, said that “The length of time it takes to recruit is often due to ongoing skills shortages – even at a time of relatively high unemployment. We agree that finding the right person is an extremely time-consuming exercise – in fact, this one of the key reasons for using agencies with the experience and networks to source and filter appropriate candidates.”
