MAC Chairman to give views on Immigration Cap to Commons Home Affairs Select Committee

Professor David Metcalf, the Chairman of the Migration Advisory Committee (MAC) will today give his views on the proposed permanent Immigration Cap to the House of Commons Home Affairs Select Committee. The move comes after business leaders voiced concern that the permanent Immigration (due for implementation by the Coalition Government in April 2011) will drive businesses abroad and lead to a far greater number of jobs being outsourced to India and Easter Europe. Recently Keith Vaz, the Chairman of the Home Affairs Select Committee said that the Immigration Cap policy should ‘pass the scrutiny of Parliament before it is brought into force’.

Immigration Minister confirms Government will look at all Immigration routes into the UK and set new rules

In a speech to the Royal Commonwealth Society Damian Green, the Immigration Minister, confirmed that the Coalition Government will look at all Immigration routes into the UK and set up new rules to tackle non compliance and increasing net Immigration.

UKBA Publishes new Tier 1 and Tier 2 General Documents

Yesterday the UK Border Agency published new application and guidance documents relating to Tier 1 General and Tier 2 General as well as other UK Immigration categories. The new guidance includes details of recent changes to the Immigration categories including the removal of cash payments at public enquiry offices.

Vicar jailed for arranging sham marriages

Reverend Alex Brown, a Church of England Vicar, was yesterday among three men jailed for arranging up to 360 sham marriages at the Church of St Peter and St Paul in St Leonards-on-sea in East Sussex. Following an 8 week trial Reverend Brown was found guilty of ‘facilitating breaches in immigration law’ along with Vladymyr Buchak (a Ukrainian national) and Michael Adelasove, a crooked lawyer. Judge Richard Hayward sentenced the men to 3 to 4 years each plus a further 5 months for Reverend Brown for failing to publish banns and a further 9 months for Buchak for possessing a false identity document.

UK Government urged to announce how Immigration Cap will work with Net Immigration Target

The Government is being urged by business leaders to clarify urgently how its proposed Immigration Cap will work with its target of reducing net Immigration to under 100,000 per year by the end of the next parliament. Recently it was announced that net Immigration to the UK actually rose by 20% in 2009 (up from 163,000 in 2008 to 196,000 in 2009) even though the number of Tier 1 General and Tier 2 General visa approvals fell sharply. The highly unexpected results were largely due to a significant decrease in the number of UK nationals leaving the country to move abroad, a factor which is out of the control of the Government.

REC responds to findings of Immigration Cap Report

The Recruitment and Employment Confederation (REC) has responded to the findings of the latest CIPD / KPMG skills, migration and offshoring report by saying the Government should ‘reconsider its plan to put an artificial cap on immigration while legitimate demands exist’. The recent report found that 45% of the 600 employers surveyed said that they stil had ‘hard to fill vacancies’, the majority being in Engineering, Information Technology and Accountancy / Finance.

UK Net Immigration hits 196,000, however the number of Tier 1 & 2 approvals falls significantly

Net Immigration to the United Kingdom rose by 20% in 2009 (up from 163,000 to 196,00) however the number of work related visa approvals, including Tier 1 (Highly Skilled) and Tier 2 (Skilled) of the Points Based Immigration System fell by 14%. The unexpected increase was due to a dramatic decrease in the number of UK nationals leaving the country (down 60% from 90,000 in 2008 to 36,000 in 2009) and a sharp increase in the number of students moving to the UK under Tier 4 of the Points Based System (35% increase on 2008). The results will make it even more difficult for the Coalition Government to achieve its target of reducing net immigration to 100,000 per annum by the end of the next Parliament.

Tier 1 & Tier 2 Immigration Cap Consultation Reminder

The UK Government is currently conducting a public consultation into the effects of the proposed permanent Immigration Cap with Businesses, Individuals and industry groups asked for their views and opinions on one of the most important immigration policies of the last decade. The public consultation which has been going since 28th June 2010 is due to finish on the 17th September 2010. The results of the consultation will hopefully help to shape the policy so that it is workable in the long term.

UK Firms turning to foreign workers and planning to offshore key functions

According to the latest Chartered Institute of Personnel and Development (CIPD) / KPMG Labour Market Outlook survey of 600 employers, many UK employers are ‘turning to offshoring and recruiting migrants to fill gaps in home grown talent as the UK economy recovers’. However, their ability to bring in highly skilled workers will be severely hampered by the temporary Immigration Cap, especially for firms which are either planning to or have recently gained a Tier 2 license in the last few months.

Damian Green to visit India to reassure Entrepreneurs

It has been announced that the UK Immigration Minister, Damian Green, will visit India in the coming days in order to reassure Indian firms and entrepreneurs who are concerned that the UK is erecting barriers to doing business with foreign businesses. The move follows David Cameron’s visit to India last month which was designed to discuss international trade and create greater partnership between the United Kingdom and India.
